Changing a fly off handbrake back to standard

The flyoff and "normal" handbrakes are exactly the same geometry, just the release is different. So changing will not improve how well it holds. 

Honestly, start by checking inside the drums and all is well there, the wheel cylinder can move etc, as the backplates can get wear. And that the shoes are good.

Then with the handbrake cable disconnected, you can adjust the rear brakes. Remember to centralise the shoes using the footbrake. Ajust until they lock solid, then back off until the drums rotate freely.

Finally, reattach the handbrake cable and check the brake compensator is correctly set, that can really mess a handbrake up.

i guess you can swap the release rod and pawl in the lever to make it Normal if its the reversed operation thats the problem (if thats even possible)

Im looking at doing something on a local car ,not tried it  , the owner cant master the fly off

As Clive said, being fly-off is not your problem. The ONLY difference between the fly-off and the standard handbrake is how the rod and pawl are connected, and the only difference that makes is whether the button needs to be in or out. Everything - and I mean absolutely everything - that could possibly have an effect on brake efficiency is identical between the two setups.

Sort your brake adjusters first. Then check the cable is taut but not tight, and that the intermediate lever is set right (it's very important that putting the handbrake on pulls it towards its centre position, not beyond).
