the bunch of snap connectors under the stg column /dash is the common place all join to the main harness here 

switches can corrode/melt and the contacts no longer work but the bunch of bullets is usual mess   on dip  you are looking for a blue /red wire 

blue/white is main beam  is side lights  mauve horn

It's not the fuse - 1200s don't have any. You can ignore the dash switch, if your full beams are working the you've got power. As Pete says it will be down to the dipped beam circuit starting at the selector switch on the column, through the bullet connectors at the base of the column and then the wiring under the bonnet. If both aren't working it's probably the switch or the upper wiring at the column.

Best to check for voltage (use a simple multimeter or even a test bulb) for the wires coming from the colun light switch. The Blue/red wire. If you have voltage under the column (there is a bunch of connectors) then check again under the bonnet (front, by the grill, in the middle). The connectors there are notorious for corroding. A good clean up may restore the lights. I spray grease over/into the connectors once cleaned and working well.
