Morning all just brought another triumph this time a Herald can any one tell me what these rods are  and where should they go

They don't, on a Herald.... definitely an add-on but MAY possibly be for spotlights if they protrude through the grille? Otherwise, possibly mounts for an electric fan.

I think something like that to mount the older style Kenlowe electric fan, had something similar in the late 60’s
