Drill two or more holes in the top, spaced far enough apart to ensure coverage, and fill with Waxoyl. It will settle in the lower areas and prevent moisture rusting through; it may help to gently heat the cross tube with a hairdryer or whatever to get moisture out. It shouldn't be large quantities of running water so I doubt if you'd need drain holes. You can pug the holes with plastic caps or plugs until they're needed again.
