1500 gear lever

Can someone tell me what that chunky bit on a 1500 gear lever is for and can I remove it?

its a noise reduction rubber bonded decoupler only used on single rails 

does it work ...no idea ,  can you remove it , yes so long as you weld the sticks together

I have always taken it to be an anti- vibration damper.

yes it decouples vibrations so you have no idea the ball has disintegrated till it all falls through the hole   Ha !

there has always been a chance of sizzle on 3 and 1 rail boxes set up by things rotating on the forks  odd bits of plastic have replaced 

brass and metal spherical cups/balls   etc over the years to quieten sizzle  but shortens  remote life expectancy
