Fuel tank sender replacement doesnt work

Hi

My Vitesse Mk 2 fuel  gauge didnt work and the garage diagnosed a sender problem. They sent off for a new one but this apparently didn't work either. They were told it a common problem ( Chinese part?) and advised getting a second hand unit and fitting that instead. Seems odd to me that a new part would be faulty, wondered if anyone had similar experience?

Unfortunately there are an awful lot of poor quality parts coming into the classics market from China. Condensers that look like condensers, but have very little inside them, rubber engine mounts and suspension parts that last 6 months. Not only cars parts, I just put a switching potentiometer on a guitar, it's lasted 2 months and now keeps cutting out, made in China. 

However these are all poor quality, "don't last long" items, dead out the box is unusual. Do you have a multimeter? I'd check it out. Earthing is always a likely culprit on our cars, rust is not a good conductor of electricity.
