Seat belt bolts

As Pete says, a bigger head. This is because the belt end has a bigger hole - there's a spacer fitted under it so that it can rotate, and the bolt head clamps down on the spacer but must be large enough to retain the belt end. At a push, I think you could use a washer to achieve the same result?

Whilst I have no physical "evidence" to back this up. The "Propper" bolts may well not be high tensile too?. (I note the OP was suggesting H-T). However most mounting situations would have the Bolts in Shear. H-T bolts are not best known for this, They exhibit a loss of Ductility, for example, and have been known to fail when subjected to (shear) testing?. Pedantry in action, I apreciate?.
